I tried with different browsers, as well as with https://moodle.org/plugins/ and https://moodle.org/plugins/index.php, but I can't see the tour if I'm not logged in.

Since we have a large number of users who make use of the plugins directory without logging in, and we encourage our users to register for an account on the site through this user tour, non-logged-in users should be able to:

• see the user tour
• see the "Reset user tour on this page" button inside the help floating button
