A subset of the issues within the ~~MDL-76426~~ epic related to checking the impact/changes required for various PHP 8.3 features. The issues linked to this task have now been checked by dobedobedoh and appear that no action is required.

The pieces are small enough that it makes sense for one person to go through as "peer reviewer" and verify them all (essentially confirm that you agree no action is required on each of the issues), which is the purpose of this issue.

As with the platform team's external PR process, whoever picks this up should:

Set yourself as the assignee of this task and set it to dev in progress.
Assign yourself as PR on all of the issues linked on this task.
Review each of the issues. Where you confirm an issue requires no action, leave a comment on the issue and close it as "Done" (no fix version). If you think something was missed and some action is required, comment on the issue as per the usual process.
Once all are reviewed, close this issue as "Done".
