Question response history: name of person who made change not shown in some contexts

      1. Install the "Quiz archive report" plugin, e.g. from https://moodle.org/plugins/quiz_archive
      2. Import the attached course. It contains a quiz with a single true/false question.
      3. As a student, attempt the quiz and finish it.
      4. As the teacher, review the attempt and follow "Make comment or override mark".
      5. Set the grade to "0.5" and enter the comment "foo". Click "Save" and close the popup window.
      6. Go to the quiz' "Results" tab. 
      7. In the dropdown field, choose "Archive".
      8. In the response history table, verify that the teacher's name appears in the line "Manually graded 0.5 with comment: foo"

      Since MDL-71030 the name of the person (if not the student themself) is shown in the response history. However, this does not work in all contexts, because the newly introduced property $user is not initialized in the question_attempt_step's constructor.
