This issue is the second part (2/2) of supporting backup and restore in core_ltix. The first part is handled in MDL-81864 and this issue is about dealing with legacy mod_lti backup files coming to be restored into a 4.5+ site. We need some shim code to sit inside mod_lti to hand off the restore job to the relevant core_ltix restore code, which is now responsible for handling the restoration of tool types and plugin data (ltixservice and ltixsource).
