Moodle 3.10 Boost theme

I put a Label at the end of each topic that hidden until previous quiz activities in that topic are complete.  

Label is set so student can mark as complete.

Some users can click the boxes. Some users are clicking and nothing happens.  

All the users are in the student role. 

As admin I can force complete in Activity Participation, but I cannot find any consistency between users impacted.
