Enrolment on payment not working

      Steps to reproduce it can be found in MDLQA-18363 . I've been able to confirm they are working as expected with the latest version of Moodle 4.2 but failing with the master branch:

      Apart from getting the following message when I try to enrol on the course as a student: "You first need to select a payment gateway" (although it's selected), the Paypal image is smaller than in previous versions.
