Page break question type throws an exception in feedback activity preview.

      Discovered while testing MDLQA-18217
       
      Test # As teacher, create a new feedback activity, 

      1. Create a few questions.
        1. First question label for example
        2. Second question "Page break" type
      2. Remove the first question (Label)
      3. Go back to the feedback activity and click on preview questions button

       
      Issue: An exception is displayed (See image)
