As a teacher / learning content creator, i want to be able to efficiently create questions in question bank and quiz contexts, so I have more time available for teaching and helping my students.

Problem:

Currently, the question chooser follows the old styling and functionality, just like the old Activity Chooser. This is not very helpful for less experienced Moodle users, who have to know the question types installed, in order to be able to select the correct question type to add.

Solution:

The Question Chooser should be more intuitive and follow the Activity Chooser UX, with a workflow that's closer to how a teacher would select a question (based on the description of a question type, or whether it has been recommended / marked as favorite)

Additionally, question type developers should be encouraged to provide clear descriptions of features and possible applications for their question type, as to inform teachers of the question type features.
