I noticed this issue while working on an unrelated H5P issue. This is only happening on 4.0 release (and not in 4.1 for example).

To reproduce:

• Go to a course
• Create a content in the content bank
• In the content bank, click on the newly created content
• Next to the edit button, click on the "More" menu
• Some of the menu disappear under the secondary navigation

Note this sometimes impacts randomly beha tests.
