Moodle release link on notification page

      Open the notifications page in the site administration and scroll to the bottom.
      The Moodle release link goes to https://docs.moodle.org/dev/Releases but it should go to https://moodledev.io/general/releases and then to the correct current release.

      It‘s not a problem with a language string. I think the copyright part of the notifications page is hardcoded.

      I tried to find if this issue is already in the Moodle tracker. But what should I search for? 

      I think that this link must be fixed in all currently supported versions 3.9, 3.11, 4.0, 4.1, 4.2, and 4.3 … even it‘s not a security fix. The admins should get the release notes with only one click. It would be bad to let them go to the error page because the Moodle version is only security supported. There are a lot of admins all over the world which do not understand the error page and which do not find the correct link.
