Steps to reproduce

• For a learner role, ensure the category context type is selected, and enable the enrol/category:synchronised permission.
• Ensure the "Category enrolments" enrolment plugin is enabled.
• Navigate to a category that includes a course in which course completion has been configured (such as completion of one or more activities fires completion of the course).
• For this category, assign a user to the learner role; confirm this role assignment triggers enrollment in the category's course.
• Make sure all activities in the course are completed, either by the learner or as an instructor override, so that course completion should be triggered.

Expected outcome

• The course is completed for the learner.

Actual outcome

• The course is not complete.
