Sometimes It would be very convenient to directly select participants of a course (manually or by filtering) and add them to an existing group or even create a new group with those participants. Especially since MDL-64963 filtering participants is rather powerful and gives teachers much more control than the plain list for editing group members.

Design and function would be similar to bulk messaging from the participants list (see screenshot).

"With selected users… → Add to group" / "… → Create group"
