It would be great if it was possible to configure which file types could be uploaded to Moodle by filearea (verus a server wide config).

The use case for this request is the desire to discourage the uploading of large files where we have an external service to host those types of files (i.e. media) without having to prevent the uploading of media files across the board.

For example, we would like to prevent users from uploading movies and audio into a course as a resource for students to view because we have a media service that manages that content better. However we don't want to prevent everyone from uploading movies and audio everywhere (i.e. we may want to allow assignment submissions to include movies and audio files).
