At the end of each year we make a clone of our Moodle for achive and reset our main platform.

We noticed on our Moodle archive that when students did not have the right
mod/assign:submit
the teachers may not download all submissions and receives message
"Nothing has been submitted for this assignment "

That is a bit strange ...

This archive Moodle has version Moodle 3.9.13+ (Build: 20220325).

We don't know if this problem persists in recents versions but it was important for us to infom community that the above message mays be due to permission.
