The fix for MDL-74289 has caused a regression in matching valid proxy bypass strings, effectively a change in required syntax, and this is not mentioned in release notes or documentation so far as I can tell.

Not 100% sure yet, but I believe this is due to the removal of the trim() call on each element of the exploded proxybypass string.
