When accessing a Moodle page from a browser on either an iPad or iPhone the user is unable to scroll on the page if it includes an Atto editor.  If the user attempts to scroll from within the Atto editor it will scroll the entire page unless there is enough text in the editor to enable scrolling within the editor.  This bug was discovered on Moodle 4.2.1+ (Build: 20230721) and iOS 16.6.  Other versions have not been tested.

Steps to reproduce:

1. Open any browser on an iPad or iPhone
2. Navigate to a Moodle page which includes an Atto editor
3. Attempt to scroll
