Reset user tours link appears in embedded layouts

      This was reported as a bug on our 'Embedded question filter' but I think the bug is in the user tour system, similar to MDL-62034 and MDL-64591, but different.

      To reproduce:

      1. Find anywhere the embedded layout is used - installing the embed qusetion filter is one way.
      2. Setup a user tour that should show on all page.

      Expected result: 'Reset user tours' should not appaer in the embedded iframe.
