When a course is frozen, it is possible to see individual submissions, but the "Download all submissions" option reports there are no submissions.

Replication steps

• Create an assignment in a course
• Add one or more submissions from students
• Freeze the course or a higher context
• Go to the assignment
• Click the cog (top-right)
• Select "Download all submissions"

Expected result

• Zip file should be created

Actual result

• Notification reports "Nothing has been submitted for this assignment"
