In Moodle 4.2 some elements like forum discussions are enclosed in a div with class .no-overflow. This has an affect to make entire div scrollable if action menu is selected making it hard to use if there are only few rows.

Steps to reproduce:

• create new forum activity
• add one discussion
• click on options menu for that discussion
