This tracker is a follow-up on the discussion in MDL-63233

The new reportbuild is great, but in most times Admins still need to be able to build their own report using SQL.

Currently the admin community release on plugins like https://moodle.org/plugins/report_customsql  and Configurable Reports. But since the new report builder we see little updates on the plugins. 

While most site admin still have to deal with dozens of SQL reports they build themselves, that are not in the Report Builder.
