Settings page for plagiarism plugins not rendered properly

      To be sure the problem is solved, these steps have to go well:

      Assumptions: Ouriginal plugin is installed as an example. No need to have it set up, just installed.

      1. Login as admin
      2. Go to Administration
      3. Go to Plugins
      4. Search for an installed plagiarism plugin, Ouriginal in this case.
      5. The Ouriginal settings link is like https://moodle.site/plagiarism/urkund/settings.php.
      6. Go to the list of plagiarism plugins under https://moodle.site/admin/plagiarism.php, the URL to the plugin settings is built properly and it is like https://moodle.site/plagiarism/urkund/settings.php.

        1. Brief description

      In the page where all the plugins list appears, plagiarism settings links are not properly rendered. Instead, going to manage only plagiarism plugins, links to settings are properly rendered.

        1. How to reproduce

      1. Login as admin
      2. Go to Administration
      3. Go to Plugins
      4. Search for a installed plagiarism plugin (in our case, Ouriginal).
      5. The link in this page is https://moodle.site/settings.php (there is a missing part on the URL: "plagiarism/urkund/"settingsphp).
      6. Instead, if you go to the list of plagiarism plugins under https://moodle.site/admin/plagiarism.php, the URL to the plugin settings is built properly.

      There is no need to configure any plagiarism, just got someone installed.
