TinyMCE - Native plugin support

      Like Moodle LMS itself, TinyMCE has a plugin architecture and a growing list of available plugins, see: https://www.tiny.cloud/docs/tinymce/6/plugins/#open-source-plugins

      Many of these plugins are "stand alone" that is they don't need any external configuration or need to connect to an external service. As such they also won't need any additional Moodle LMS "boilerplate" code to function.

      Moodle administrators should be able to directly add these plugins to their Moodle instance via the User Interface. This also means developers won't need to write additional Moodle code for some plugins.

      This issue is to add support for these native TinyMCE so they can be added directly to the TinyMCE instances in Moodle, via the UI and with out any additional code changes.
