Moodle Admins need a way to set the default activity completion settings for each activity type. 

As John Provasnik shared in the discussion here, and Mary Cooch seemed to confirm, there does not appear to be a way to set these default Activity Completion setting for each core activity in Moodle. 

The lack of Activity Completion activity default management options is despite the mention (or implication) of such an option existing, here:

The default setting for completion tracking when creating new activities.

The lack of control of these activity completion settings defaults means if a course is set to use Activity Completion, every single Text & Media Area resource that is created has a "Done" button next to it. Not ideal, and a real waste of a teacher's time to have to turn that off when creating every new Text and Media Area resource. Beyond the Text and Media resource, not having a page available to manage default settings for all the types of core activities means much more time required of faculty to set the most-commonly used settings for their courses/institution. 

I feel like there used to be an option in older versions of Moodle, for Moodle Admins, to set each activity/resource type's default activity completion settings.
