Note: This should be tested with PHP 7.4, and 8.1.

Testing instruction:

Download testspout.phpand put it in the root folder of Moodle.

Download testspout.csvand put it in the root folder of Moodle.

Run it in the CLI:

php testspout.php

Verify that it will print the data.

For PHP 8.1: Verify that there was no deprecation warning about the use of the str_replace().
