Move export grade actions into a sticky footer area

      This requires a course with a gradebook, and at least one student and one grade item in that course.

      1. Go to course > Grades.
      2. Select Export from tertiary navigation
      3. Confirm the "Export" button shows in the sticky footer
      4. Click the Export button and confirm the file downloads correctly
      5. Change "Export as" to Plain text file
      6. Confirm the "Export" button is in sticky footer, and downloads the file correctly
      7. Change "Export as" to Excel spreadsheet
      8. Confirm the "Export" button is in sticky footer, and downloads the file correctly
      9. Change "Export as" to XML file
      10. Confirm the "Export" button is in sticky footer, and downloads the file correctly

      Based on the figma prototype we need to move the actions in Export grades pages from the bottom of the page into a sticky footer area by leveraging the sticky footer component (https://tracker.moodle.org/browse/MDL-75401).

      Scope:

      • Move the 'Download' action button into the sticky footer area (right aligned).
      • The existing functionality related to these actions is preserved.
      • Automated testing continues to pass
