TinyMCE 6 needs a setting to remove LTR and RTL

    • MOODLE_401_STABLE, MOODLE_402_STABLE

      To remove unused tool icons of the TinyMCE 6 we should get a global setting for LTR and RTL. Using my Moodle platform in a german school I never will switch the text direction to RTL. If a user needs to use RTL he could find this setting in the format menu.
