The tour step can cover the target when the page is zoomed for more than 200% with a viewport of 1280 CSS pixels. This can introduce further accessibility issues as it is obscuring the target.

We should consider disabling the user tour for zoom values greater than 200% (or the equivalent of less than 640 CSS pixels wide and/or less than 512 CSS pixels high at normal zoom)
