Testing Instructions:
1. Go to a course with teacher rights and some activity.
2. Enable edit mode.
3. Click "Bulk edit".
4. Verify that on hovering the duplicate button the title says "Duplicate activities".

The duplicate bulk action button has no title and uses a wrong one ("Topic outline").
