Bulk edition should allow to select sections even when the course is set as 'Show one section per page'

Steps to reproduce:

1. Create a Topics format course and set 'Course layout' to 'Show one section per page'
2. Go to course and create some sections and activities on them
3. Click on Bulk edit
4. Sections should have a checkbox to be selected, but they haven't.
