Summary:

This issue is a part of the proposed improvements to the simplified addition of items in the Gradebook setup.

Based on the figma prototype we need to move the add item actions from the tertiary navigation and place them within a new action dropdown within the tertiary navigation.

Also, we need to introduce the same actions (Add grade item, Add grade category, Add outcome item) within the action dropdowns of each grade categories in the Gradebook setup table.

At this point these actions should preserve their existing behavior and redirect to the 'add' item page.

Scope:

1. Create a new 'Add' dropdown menu in the tertiary navigation in Gradebook setup
2. Move the existing actions (Add grade items, Add outcome item, Add category) into the new action menu.
3. Add these actions within the action menus of each grade category.
4. The existing behavior of these actions is preserved.
