Based on the figma prototype we need to move the grader report actions from the bottom of the page into a sticky footer area. Leveraging the sticky footer component (https://tracker.moodle.org/browse/MDL-75401), we need to place the 'Save' action button within the sticky footer.

Note: https://tracker.moodle.org/browse/MDL-76149 already implements the sticky footer component in the Grader report and places the 'records per page' selector and pagination bar.

Therefore, MDL-76149 is labeled as a blocker.

Scope:

1. Move the 'Save' action button to the sticky footer area.
2. The 'Save' action button is only available in Edit mode.
3. The existing functionality related to saving changes in the Grader report is preserved.
4. Automated testing continues to pass
