We're currently migrating from a 3.11.10+ to a 4.1.x and it seems we can't add the course_list block anymore.

We had a 4.1.1+ installed till today, as we just updated our test environnement to the newly released 4.1.2.

The issue seems to be happening also on both https://sandbox.moodledemo.net/ and https://qa.moodledemo.net even if for the QA environnement we can't access the admin to confirm the plugin is on or the role block/course_list:addinstance is available.

If you check the Sandbox 3.11 https://sandbox311.moodledemo.net, we can properly add the block - named Courses - to a course  - See attachment "sandbox_3_11.PNG".

Wether in the sandbox 4.1.1 https://sandbox.moodledemo.net the block can't be added to a course - See attachment "sandbox_4_1_1.PNG".

The 4.1 documentation doesn't mention any depreciation of this block, so it seems it should still be working - https://docs.moodle.org/401/en/Courses_block
