To avoid spending a lot of time with a full docker implementation of a mock endpoint (which can be built later via MDL-75313), we should create a basic endpoint (probably using Guzzle) that can run locally to respond to metadata, registration and API requests, so initial unit testing can be created without being blocked by the larger piece of work.
