Remove CSS and Javascript templates from the templates list selector and place both editors below the HTML template editor box

      These options are used by advanced or technical users, that will make use of them while editing the template from the code editor, so there is no point to display such as technical options for all users (advanced or non-experienced ones) all the time in the templates list.

      CSS and Javascript templates are actually applying to all templates (Add entry, Single view, List view and Advanced search), so it make sense to move these two elements below the template HTML/code editor, under a new accordion component called 'Advanced code tools'. This way, users that make use of this feature will be able to access it from all the templates.

      This relocation will also help to reduce the complex concept our users have about Database activities.
