Administrators are expressing confusion when using Log In As on 4.0 and 4.1 Moodle and Moodle Workplace as the Front page appears even on sites where the Front page is deactivated through navigation.

It falsely makes Site Administrators report that users can see the front page.

Steps to reproduce:

1. As a site administrator, set Start page for users as "Dashboard" or "My courses" (Site Administration > Appearance > Navigation)
2. Note that when you click on the site logo, you go to Dashboard or My Courses depending on your start page setting
3. Locate a user on the site
4. "Log in as" user via the profile
5. Note that the start page is the front page even though it is not in use on the site
