Add hover effect to action buttons in top menu of Boost theme

      Hello,

      We made some user tests with several themes and some users told us that, for exemple the logo image did not seems to be a button because it does not have any hover effect.

      We also implemented such effect for the edit button, edit text and user menu button and this results in the following css (that needs perhaps to be made more generic):

      nav.navbar img.logo:hover,
      nav.navbar .custom-switch:hover,
      nav.navbar.fixed-top .usermenu .dropdown .dropdown-toggle:hover

      { filter: brightness(70%); }

      nav.navbar .mr-2.mb-0:hover

      { text-decoration:underline; }

      With great thanks for the new Moodle 4.1 Boost theme that is an actual revolution for user experience.
