Confirm the following returns only the function stubs with debugging() calls and upgrade notes regarding deprecation:

$ git grep -A1 "$imscp\|lti$_libxml_disable_entity_loader"

Note: There is a use in phpspreadsheet which will not be removed but is fine to stay.

Now that we no longer support PHP 7.4 and earlier, we can remove uses of libxml_disable_entity_loader.
