Create a course

Enrol user as a teacher on the course

Prohibit the 'atto/h5p:addembed' for teachers on the course

Log out

Log in as test user

Set preferred editor as TinyMCE

Navigate to course

Open Settings tab

In the Description editor, press Insert on the toolbar

Confirm Configure H5P content menu item is present

The Tiny H5P plugin uses an Atto-specific capability to determine whether it's enabled, rather than it's own capability

This means that if a user does not have atto/h5p:addembed capability, then they can't use the corresponding Tiny plugin (each plugin must handle their own capabilities independently of one another)
