Review the current state of Moodle LMS web services and related open trackers.

This is part of exploring having Graphql as the web service technology for Moodle.

As there will be a "long" deprecation and replacement path from the existing approach to a Graphql one if/when we do it. It also makes sense to see what improvements can be made to the existing web service functionality.
