As #MDL-70930 states activity criteria for badges does not currently support checking if activity  is completed with passing grade.

This patch adds configuration item that can be set by activity to require activity be passed before badge is awarded.

As I have no experience writing of behat tests, these are missing from this patch. I'm happy to add test also, if someone can guide me how to create graded submissions for testing.
