Since Moodle comes with some core features to be used in other components, such as rich text editors, media players, charts etc. I think a PDF viewer can also be added as a core component.

In specific I mean the pdf.js viewer. It's free, open-source and well supported.

Adding it as a core component opens up an opportunity for developers to build new tool and new features without relying on any external or third party components.
