This behaviour was discovered while testing ~~MDLQA-16759~~:

If the site is not https the default value is false (so webservices not enabled)
If not then it is true.

We should maybe add a comment above line https://github.com/moodle/moodle/blob/master/admin/tool/mobile/settings.php#L38

to make it more explicit.
