The right nav drawer is used for two important blocks on site home (front page):

• Login block
• Accessibility block (https://moodle.org/plugins/block_accessibility)

Clients are now requesting javascript customization to have the right drawer open by default when using the login block and the accessibility block (applies to Moodle 4.0+ and Moodle Workplace 4.0+).

If it was a site option to have the right block drawer open by default, this would suffice.
