Consider using mnet enrolments to support "meta/automatic" enrolments

      This was discovered while working on MDL-76055 and MDL-70833.

      The current implementation of MNet enrolments is pretty limited because it's a manual option: you have to, manually enrol to users from course A (in site A) into course B (in site B).

      I imagine this makes it rarely used, in fact MDL-70833 that was not detected over years... clearly shows that nobody is using it.

      One nice new feature to be added would be to, also, support automatic enrolments to happen. So you can configure the system to keep course A (from site A) on sync with course B (in site B).

      It's sort of META enrolments... but over MNet. When we want this to be only one direction, or both directions... are details to discuss, but the MNet infrastructure already provides us with the potentiality to implement the feature, hence, registering it here.
