Teachers and managers can manually lock discussions but there is no capability that allows giving this permission to other roles (it requires the manage activity capability, or so it seems).

That's a pity, because especially the non-editing teacher role should be able to lock discussions, without being able to manage the forum. This capability would be very useful in large courses with several non-editing teachers working in separate forum threads, and that would be able to lock their discussions independently.
