User tour test content is not valid HTML

      The test in admin/tool/usertours/tests/behat/tour_content_type.feature created for MDL-72783 in Moodle 4.0, has content inserted into the HTML editor which is invalid.

      Whilst the content works, if another editor is used, then the content may be changed (because it is currently invalid).

      If we insert valid HTML it should remain unchanged.
