      On Windows:

      1. Install local_codechecker from github using a git checkout.
      2. Try to use it (the web UI) to check a file.
      3. Verify it works as expected, and you don't get an error about " Ruleset C:...\local\codechecker\moodle is not valid ".

      I was trying to upgrade to CodeChecker 4.0.0, but was getting all

      An error occurred during processing; checking has been aborted. The error message was: Ruleset C:...\local\codechecker\moodle is not valid - On line 1, column 1: Start tag expected, '<' not found

      when checking a file in the local_codechecker web UI.

      I eventually tracked it down to .phpcs.xml.dist. (Disappointing this is wrong, since it was only added recently. MDL-74511.)

      Anyway, fix coming up.
