Select Missing Words: Remove empty options when edit question.

      1. Go to question bank and create a "Select missing words" question
      2. Set a Question text of: 

        My [[1]] brings all the [[3]] to my [[5]].

      3. Add choices for:
        1. Milkshake (Group A)
        2. Boyfriend (Group A)
        3. Boys (Group B)
        4. Cats (Group B)
        5. Yard (Group C)
        6. Car (Group C)
      4. Click "Save changes and continue editing"
      5. Start editing the question again.
        1. Verify that the form just shows the existing choices, with no blank spaces to add more (unless you click the Add blanks button.
      6. Click the "Blanks for 3 more choices" button
        1. Confirm that you there are three empty choices below your existing choices

      Go to question bank and create a "Select missing words" question Set a Question text of: My [[1]] brings all the [[3]] to my [[5]]. Add choices for: Milkshake (Group A) Boyfriend (Group A) Boys (Group B) Cats (Group B) Yard (Group C) Car (Group C) Click "Save changes and continue editing" Start editing the question again. Verify that the form just shows the existing choices, with no blank spaces to add more (unless you click the Add blanks button. Click the "Blanks for 3 more choices" button Confirm that you there are three empty choices below your existing choices

      1. Go to question bank and create a Missing word question with 3 answers.
      2. Edit the newly created question
      3. Note the three empty options at the bottom of the 'Choices' section.
      4. You can try deleting empty spaces etc. in them, but they are definitely empty.
      5. Note that they're not in the question content either.
      6. Press 'Save'.
      7. Note that the three empty choices are still there.
        Expected result: the system should remove these three unused Choices.

      Note: the policy about the expected result was originally set an implemented in MDL-38094. We noticed recently that this policy was not correctly implemented in this quetsion type, so this issue is to fix the inconsistency.
