Self enrolment: wrong 'expirynotify' default setting on new courses

      I have selected "Notify before enrolment expires: Teacher and enrolled user" in Self enrolment default settings. But after creating a new course, it is set as "Teacher only".

      Steps to reproduce:
      1. Login as an administrator. Go to Site administration > Plugins > Enrolments: Self enrolment.
      2. Select "Add instance to new courses: Yes" and "Notify before enrolment expires: Teacher and enrolled user".
      3. Create a new course.
      4. Go to Course Administration > Users > Enrolment methods page.
      5. Edit Self enrolment instance settings.
      6. Find the "Notify before enrolment expires" setting and notice that "Teacher only" is set as default.

      Bug reproduced on sandbox.moodledemo.net.

      Also would be a good improvement, if those notifications could be sent to students only.
