When I try to import only contant bank from a course to another they are not imported.

Here are the steps to reproduce:

• create course A
• Go to the content bank and add h5p content
• create course B

• • Go to the course administration  -> import
  • Choose Course A
  • In import settings page: check only "Include  content bank content", and uncheck the others
  • In Include: unselect all sections (by click "None") and click Next
  • Click Perform import
• Go to the course B content bank page, and check that there is no content imported.
